Background

What certification means.

The reform of the German Condominium Act introduced the certified manager under §26a WEG. Anyone using this title has passed an examination before the Chamber of Industry and Commerce and demonstrated the necessary legal, commercial and technical knowledge.

For owner associations this is a clear quality benchmark: you are entitled to be managed by a qualified person. We meet that entitlement.

Questions about certification.

Does every manager have to be certified?

No, not every one. But owner associations have the right to have their community managed by a certified manager. Anyone who engages a non-certified manager does so at their own risk and must actively resolve to do so.

Where is the examination taken?

Before a Chamber of Industry and Commerce. In Frankfurt am Main, the IHK Frankfurt is responsible. The examination comprises a written and an oral part and is held under the Certified Manager Examination Ordinance (ZertVerwV).

Is a certification valid for life?

In a legal sense yes, but it is tied to the obligation of ongoing continuing education. Anyone who cannot evidence 20 hours of training over three years can no longer credibly claim the status of a certified manager in practice.

What does the transitional rule mean for my existing management?

If your current manager had already been managing your community for three years or more as of 1 December 2023, they are treated as equivalent to a certified manager for that community, but not for new mandates.

How can I tell whether a manager is really certified?

A certified property management firm should be able to present the certificate on request, issued by the responsible IHK. The term “certified manager” is legally defined and may only be used by persons who have passed the IHK examination.
